Injured Dog Abandoned on Roof of Building Without Food or Water Finally Rescued

NYPD 79th Precinct responded to a call about an abandoned dog on the roof of a vacant commercial building. 

They were heartbroken when they saw the dog was chained, muzzled, injured, and left without food or water. They said the dog, which appears to be a Rottweiler mix, was left in "deplorable conditions".

The Emergency Service Unit assisted in the rescue and carefully removed the dog from the roof and turned the pup over to the ASPCA.

Police shared that they made an arrest and are charging a 47-year-old man, Yasunari Ikuma, with torture/injured/not feeding an animal and abandonment of an animal.

Cruel people who mistreat their animals need to be held accountable and stopped from harming more. New York Senate Bill S1563 wants to create a public statewide registry for convicted animal abusers. 

This is just one step towards protecting animals. The best way to ensure the safety of innocent animals is with tougher penalties, lifetime bans for severe offenders, and mandatory psychiatric evaluations.
