New York City Passes Bill to Ban Horse-Drawn Carriages

After decades of advocating for the horses and multiple deaths- including human and horses, New York City Council passes a bill to phase out carriage horses.
Romanch's Law (named after the 18-year-old tourist who died jumping from runaway carriage in June) passed on October 22nd with a 40-7 vote.
This is a major win for the horses who will be properly retired and cared for. NYC Mayor Zohran Kwame Mamdani will sign the historic bill into law.
The bill will not allow any new carriage licenses and will phase out and ban horse-drawn carriages in NYC by June 1, 2028. Proper care for the horses and helping drivers and workers transitions into other careers is also part of the bill.
Mayor Mamdani posted on X, "The horse carriage industry is coming to an end in New York City. Our administration will make sure workers and owners are protected and the horses are safe."
Animal welfare organizations are celebrating this hard-won victory for the horses. ASPCA states they will help ensure each horse finds a proper home.
