<p>To the Government of South Africa and the South African Department of Forestry, Fisheries and the Environment,</p><p>We, the undersigned, are deeply concerned about the critical decline in the population of the African Penguin (Spheniscus demersus), a treasured species native only to the coasts of South Africa and Namibia. Recent studies have shown a catastrophic drop in their numbers, with fewer than 10,000 breeding pairs remaining. This represents a decline of 99% over the last century, putting the species at imminent risk of extinction.</p><p>In January 2024, the South African government commendably announced the closure of penguin foraging ranges around six main breeding colonies to both commercial and recreational fishing, for a period of 10 years. This decision, based on the 2023 scientific report by an international panel of experts, is a crucial step in the right direction.</p><p>However, we believe that more comprehensive measures are urgently needed to ensure the survival of the African Penguin:</p><p>1. Expand the Protected Areas: We urge the expansion of no-fishing zones beyond the current perimeters to cover all known foraging ranges essential for the survival of the species. The existing zones, as demarcated, may not be sufficient to facilitate the recovery of the penguin populations as they do not encompass the full extent of the critical foraging areas.<br>2. Implement a Full Ban on Penguin Hunting: Immediate legislation should be enacted to prohibit all forms of penguin hunting across their entire habitat. While penguin hunting may not be widespread, any existing allowances contribute to the pressures on a species already on the brink of extinction.<br>3. Increase Monitoring and Enforcement: Enhanced monitoring of the protected areas should be implemented to ensure compliance with the new regulations. This includes deploying more resources for patrol and surveillance to prevent illegal fishing and hunting activities.<br>4. Support Community Engagement and Alternative Livelihoods: We recognize the socio-economic impact of these protective measures on local communities. It is vital to develop and support alternative livelihoods that do not depend on the exploitation of natural resources critical to penguin survival.<br>5. Fund Continued Research and Rehabilitation Efforts: Continued funding for research on penguin ecology and behavior, as well as support for rehabilitation programs like those conducted by SANCCOB, are essential for the recovery of the species.</p><p>The African Penguin is not only a symbol of our natural heritage but also plays a significant role in the biodiversity of our coastal ecosystems. Their extinction would not only be a profound loss to biodiversity but would also signify a failure to protect the environment that future generations of South Africans will inherit.</p><p>We call on you to take immediate and effective action to secure a future for the African Penguin.
